Jessica Hartman, PE


Jessica grew up on the shores of Cedar Lake, Indiana, where her love of water inspired her to become a Civil Engineer with an emphasis in hydrology and hydraulics.  She graduated from Purdue University with a BSCE in 1994.  She started her career working for the Indiana Department of Natural Resources as a hydraulic engineer.  She has over 23 years of experience in consulting with a diverse portfolio including the design of roads, drainage systems, sanitary sewers, residential and commercial developments and site plans.  Jessica is a registered engineer in Indiana and Kentucky, as well as a member of INAFSM and Chi Epsilon National Civil Engineering Honor Society. 

Garth Hughes, PE


Garth graduated with a BSCE from Purdue University in 1986.  His coursework included minors in construction and geotechnical engineering.  He also holds a BS degree in Landscape Architecture.  His professional career began as a manager for golf course construction.  This is where he developed his knowledge of vertical and horizontal construction disciplines which has translated into cost-effective, real-world engineering designs.  His portfolio includes evaluation and modification of earthen dams, design of residential, commercial and industrial sites, golf course development, commercial and residential septic design, and road and trail design.  Garth holds an engineering license in Indiana.  He is a member of the Association of State Dam Safety Officials.

Jeffrey Mahan, PE


From his childhood days creating chalk roadway networks (complete with pavement markings) for Hot Wheels on the garage floor to his teenage years exploring abandoned railbeds on ATVs, Jeff has always had a passion for transportation infrastructure. This led him to Purdue University, where he received his BSCE with a concentration in Transportation in 1998. In his 19+ year career, he has been involved in the design of roads and highways, interchanges, trails, drainage systems, and other improvements to the built environment. He has managed projects from inception through construction, including preliminary studies, detailed design, permitting, construction document preparation, and construction oversight. Jeff is a licensed professional engineer in Indiana, Illinois, Kentucky, and Arizona.

Grant Niemeyer, PS


Grant has lived in Hendricks County, Indiana most of his life. His belief in work ethic, loyalty and diligence to his clients is influenced by his rural upbringing of working on a farm and being raised with strong family values.  A notable inspiration in Grant’s career selection was Abraham Lincoln, who was a surveyor as a young man.

In 1986, his survey journey began as an intern for the Hendricks County Engineer, while attending Vincennes University. His portfolio includes management of hundreds of projects during his 31 year career, including thousands of acres of survey and hundreds of linear miles of transportation routes, which have reached to all corners of the State of Indiana. Understanding that Land Surveying requires a versatile approach, Grant applies a skill set that has been developed with years of comprehensive experience. He approaches each project pragmatically, employing multiple methodologies and engaging the latest of technologies; LiDAR, ortho-imagery, robotic, sonar and Real time kinematic acquisitions (GPS).

Grant is a Licensed Land Surveyor both in the State of Indiana and the Commonwealth of Kentucky, and is a member of ISPLS, IRWA, Avon Plan Commission and BZA member, and KAPS.
